Memo To: All Arkansas Conservation District Employees From: Johnny G. Belew Subject: Congressional Contacts Needed Date: April 26, 1999 As I told you in my last letter, our recent trip to Washington DC, and subsequent meetings with members of Congress focused on a need for increased funding for NRCS in fiscal year 2000. While those efforts must continue, an even more urgent need has arisen regarding fiscal year 1999 funding. Key messages that we need your Board Members to communicate to members of Congress include: Because of the Section 11 cap, there is a FY 1999 shortfall in funding for the Natural Resources Conservation Service (NRCS) of $28 million. The House and Senate have each passed a version of the Emergency Supplemental Bill (HR 1141). The Senate bill contains language that would fix the Section 11 Cap problem for one year. NRCS's CO technical assistance funds that support base technical assistance to farmers and ranchers should be redirected to support the CRP program. Action Needed: For conservation districts in Congressman Jay Dickeys district, please contact the Congressman and urge him to support the Senate's position on the Section 11 cap problem. All other districts should contact their Members of Congress and urge them to weigh in with the chairs of the House and Senate Appropriations committees to support the Senate's position on the Section 11 cap problem. Remember, this request is in addition to the request on the FY 2000 budget process. This FY 1999 emergency supplemental issue has emerged to become our immediate priority and now we need to focus on it prior to our FY 2000 appropriations goals.
