ARKANSAS STATE ENVIROTHON COMMITTEE BY-LAWS
ARTICLE I
NAME
The name of this organization shall be the Arkansas State Envirothon Committee. The Term
State Committee or the Committee when used hereinafter shall be defined to mean The
Arkansas State Envirothon Committee.
ARTICLE II
MISSION STATEMENT
The goal of the Arkansas State Envirothon Committee shall be to encourage cooperative
education of environmental sciences for high school students through broad-based
scientific competition.
ARTICLE III
Envirothon
The committee has the authority to initiate, interpret, and sponsor Envirothon
policies and projects.
ARTICLE IV
Committee Members
Section 1. Membership on the committee will be extended to all Natural
Resources agencies.
Section 2. Membership on the committee will be extended to individuals
representing State Educational Institutions.
Section 3. An invitation is to be extended to all contributing sponsors
to send a representative to be a member of the committee.
Section 4. Membership on the committee may be extended to others at the
discretion of the State Committee.
ARTICLE V
Officers
Section 1. Officers of the Arkansas State Envirothon Committee shall
consist of a President, a 1st Vice-President, a 2nd Vice-President, a Secretary, and a
Treasurer.
Section 2. If an officer's term cannot be fulfilled, the State Committee
will appoint a replacement.
Section 3. Length of office
A. The length of office shall be two
years unless otherwise stated.
Section 4. Nominations
A. Nominations for officers may be from
the floor during the August Business Meeting.
B. Nominations for officers may be made
prior to the August Business meeting by sending a letter to the President and/or the
Committee stating office nominees.
C. An individual may nominate him or
herself by stating the office desired in a correspondence to the Committee President.
Section 5. Election of Officers
A. The election of officers shall be held
during the August Business Meeting.
B. The officers shall be elected by
majority vote of the Committee members in attendance at said meeting.
Section 6. Duties of Officers
A. President
a. The President
shall be the executive head of the Arkansas State Envirothon Committee.
b. The President,
if present, shall preside over all meetings.
c. Meetings of
the Committee shall be scheduled by the President or by the President's designee.
d. The President
may call special meetings or appoint special committees as needed.
e. The President
shall appoint a committee to provide for an Annual Audit of all monies.
f. The President
shall select the site, time, and date of the State Envirothon.
g. The President
shall be a voting representative that will attend the Envirothon meetings.
B. 1st Vice-President.
a. The 1st
Vice-President shall preside at all meetings when the President is absent.
b. The 1st
Vice-President shall represent the President when so designated.
c. The 1st
Vice-President will oversee all committees and coordinate all committee reports.
d. The 1st
Vice-President will be a voting representative that will attend the Envirothon
meetings. This officer will automatically assume the Presidency at the end of the
Presidents term.
C. 2nd Vice-President.
a. The 2nd
Vice-President shall supervise and coordinate the testing committee, testing materials,
and dissemination of testing materials.
b. The 2nd
Vice-President shall provide continuity on the Envirothon Committee and may attend
the Envirothon meetings. This officer shall be a non-voting member of the National
Committee.
D. Secretary.
a. The Secretary
shall take all minutes of all proceedings of the Committee.
b. The Secretary
shall make all minutes available to the Committee members within 30 days of said
proceedings and shall handle all correspondence for the Committee.
E. Treasurer.
a. The Treasurer
shall collect all funds of the State Committee.
b. The Treasurer
and the President, or the President's designee will disperse all funds of the Committee.
c. The Treasurer
shall be responsible for maintaining accurate, up-to-date financial records.
d. The Treasurer
will keep the President and the Committee members informed of the current financial status
of the Committee.
e. The Treasurer
will provide all financial records upon request from the Annual Audit committee.
f. The Treasurer
will give the annual financial report during the August Business Meeting after said audit.
Section 7. Removal from office
A. Any officer may be removed from office
by a majority vote of the State Committee members.
ARTICLE VI
MEETINGS OF STATE COMMITTEE
Section 1. The President as needed shall schedule regular meetings of the
Committee.
Section 2. The Annual Reports and election of officers will be
Conducted during the August Business Meeting
Following the Envirothon Competition.
A. The election of officers will be BI-Annually at the Annual
Business Meeting.
Section 3. The President shall select the site, date, and time of the
Committee meetings.
Section 4. All members of the Committee must be notified 10 working days
in advance of a scheduled meeting.
Section 5. Members present at a Committee meeting will constitute a
quorum.
ARTICLE VII
FINANCES
Section 1. Financial Management
A. All funds shall, in so far as possible, be held in an
interest-bearing account.
B. The Committee finances shall be accessible by the President and the
Treasurer or the President's designee.
C. All payments will require an approved invoice, bill, or receipt.
D. Funds may be advanced to designated members with the approval of the
State Committee.
Section 2. Sponsorships or Grants
A. The President, the President's designee, or the Committee may seek
sponsorships or grants to secure funding for the adequate development and operation of the
State Envirothon.
ARTICLE VIII
PARLIAMENTARY AUTHORITY
The rules contained in the current edition of ROBERT'S RULES OF ORDER NEWLY REVISED govern
the Committee in all cases to which they are applicable and in which they are not
inconsistent with these bylaws and any special rules of order the Committee may adopt.
These Arkansas State Envirothon Committee bylaws Amendments may be amended into the Bylaws
by a two-thirds vote of the members in attendance.
